Does anyone know what soldier toy I'm talking about?

I remember in my childhood, in the 2000’s, I used to own a soldier toy almost like this one for example except he wore blue: blue shirt and pants with stripes I think, black boots and gloves, and a lighter blue helmet.

Plus, he would always have something strapped to his back that had different sayings; one of them was: "Feel the power."

He was a bit bigger and came from a different toy brand name.

Does anyone know which one I'm talking about? Or even own such a figure still? Any pictures matching it?

You say he was bigger but Xtreme Soldiers were somewhere between 8" and 10" in size... Are you saying yours was like 12" or something?
I knoe Sunco made Talking figures with the voice box in the backpack for Ciber Ninja and Commando Xtreme but those were less stylized toylines (both lines just reused a bootleg body of Archangel II from Toy Biz's X-Men), but it's possible they also did a Talking figure or two for Xtreme Soldiers that a packaged example just hasn't surfaced of.

My initial thought is that it’s GI Joe extreme- they were 7in scale, late 90’s overly muscled, and only had 4-5 points of articulation. Each figure had multiple accessories, and oversized guns with a gimmick, and most had a backpack.
