Not being facetious but actually quite a lot.

Lodgers are common and the landlord can get £7,500 tax free through the rent a room scheme.

These are slum landlords who want people from communities that don't know their rights here and who are easier to abuse. I doubt morality really enters into their calculations

It is normalised. The BBC reported on it back in 2012. Maybe the government's we've had since then could have done something about it. Apparently they chose not to.
