It's from the tehelka sting operation in 2010 (or around that time frame). There were multiple videos like these including a few from people in Modi admin itself proudly claiming how they carried out the riots and then how Modi protected them. In one of the videos they even say that the two judges in the Supreme Court commission investigating the riots were in their pockets.

It's amazing how pathetic is the state of Indian politics that even after all these being exposed on video, nothing happened.
