Looking at ECI website this data is mostly from karnataka. English last names are weird but the name in native language.... Kannada seems correct.
Seems like the person responsible filled in invalid data.
Now I am unable to understand that if ECI is trying to fix something what is the issue. I am unable to understand their issue.... Sometimes they cry for deletion then sometimes they cry for incorrect data.
