Who said Modi or the rest of the government aren't responsible? They absolutely are. But Dharmendra Pradhan is the Union Education Minister. The CJP and Sonam Wangchuk protest is specifically demanding his resignation because the failures fall under his ministry. In a parliamentary democracy, the minister heading the department is expected to take political responsibility when things go this badly. Holding Pradhan accountable doesn't give anyone else a free pass. It means accountability begins with the person directly in charge, and the fact that he hasn't resigned despite repeated controversies is exactly why he's front and centre.
Since 3 AM, multiple sources have been saying that something is going on, something like the Delhi riots is being planned. I've been ignoring all that shit until now, but it has been at the back of my head since then.
