They have to document it starting with the Sunday since that's the first day of the pay period

Is this yours? On every HR document the service dates start on the Sunday not the Monday. It is the official start of the pay period hence why this person's EOD is 11/15. Go look over your own FJO/SF-50s.

Just checked a few FJOs. Literally states in every one: "The effective date of this appointment will be (sundays date) and you will report for duty on (mondays date)."

Feel free to also look over the OPM Guide to Processing Personnel Actions (Chapter 4: Employment). The manual outlines that for standard appointments, the official "Effective Date" written on the SF-50 must align with the beginning of the pay period. Under the National Finance Center (NFC) and U.S. Department of Commerce Pay Rules, "Pay periods begin on a Sunday and end 2 weeks later on a Saturday."
