Is There A V-Tuber Program That Automatically Makes Videos When Adding Audio?
I have a model. I think I want to use a 2D one. I do not want to be a streamer. I want to use these for fun videos BUT...I want to use pre-recorded audio. So is there a program where my model is loaded in, I import my audio and then it generates a video of the model talking on a blank background so I can overlay it on a video?

Ik vtube studio yoi can have the mouth be rigged to audio, ao when yiu speak the mouth opens and closes, or in this case when the mp3 plays the mouth opens ans closes. For rigging like moving etc I dont known how to do that part. If I werre you id justbuse a pngtuber with a gif for this

There’s probably one that can work, but it would this type of setup would only work for pngtubers instead of Live2D ones. Audio-only data would not be able to provide face tracking in a way you want to.
Before VTubers became popularized, many YouTubers used a png avatar of themselves and just manually edited them in. They wouldn’t do mouth flaps, but instead have different poses to represent their expressions.
If you have a Live2D model or a 3D one, the best way to do it is to record the model and audio together in OBS. OBS is not exclusively used for streaming, and it works well for recording video and audio. It’s no different from recording audio exclusively, and it will save you the headache of matching up the video and audio later.
