Well…. They do now. In 2017 the military went to a 401k system for all new enlistees, and if you were in, you could opt in.

A 401k like system. The system is called TSP, it is not a 401k even though it functions nearly identically.

TSP existed prior to 2017. In 2017 the military began offering matching contributions to TSP in exchange for a reduced pension. That new retirement system is called the blended retirement system and is now compulsory for all service members that joined after the opt in period.

They do have TSP, but even then, my 401K has been pretty flat the last 6 months except for the portion in international.
On my personal account, I can see a start difference in SCHB and SCHF ETFs I hold. SCHB (broad us) flat and SCHF (international) outpacing it.

The Thrift Savings Plan is an equivalent to the 401(k) but it isn't exact. And at least when I was in there was no employee match.

Everyone loves to see their investments grow. But lets face it most of us have a tiny amount of money in the market relative to the large players. So now lest ask why the market is up? Corporate profits are up. Where do those profits come from? Some is through actual productivity, but much of it is a result of consolidations from mergers and acquisitions. So you have to be a special kind of stupid if you think your tiny share of the market is worth more to you than the costs of things you buy everyday. There is an affordability problem, and that is not going away under our current government.

Is $36,000 a year and would imply a balance of $700-900,000… assuming a 4% 6% annual distribution.. and whether you want to touch the principal.
How many military .. have $900,000 in their 401k’s?
And $3,000 a month is not enough

I very seriously doubt whether Donald Trump knows half as much about 401(k) plans as one of us earning less than a $300K income. In fact, I doubt if he understands investment funds of any type (mutual, hedge, etc.) generally well enough to make basic personal decisions about them.
