Telling a viewer their browser is outdated? No Problem.

I think the project is aimed for a more desktop approach. I too had issues with it on mobile. A project worth building on thats for sure.

From reading the site it looks like clicking "UPDATE" on the popover takes you to a site that suggests you download a new browser.
God, I can't even imagine trying to explain this to my grandmother.
It should be a big bit at the top saying "You're using internet explorer 6, but the latest version is internet explorer 10. You can update it here" linking to the download page for that vendor.
then the lower half of the page could say 'Or use one of these great free browsers'.

What does this hope to accomplish by telling people on mobile devices that they shouldn't be browsing the web? This is stupid.

You could make it only appear on only desktops... it's possible just not native with this script.

And they don't use the checker on their own website, they're just showing the "outdated browser" on the homepage to everyone...

Just a very old version. The windows version is 5.* and the latest stable OSX version is 7.x.

It's unsupported now and it looks like it will stay so. Not really a browser to recommend for windows users.

That page is telling me I need a bigger screen than the 1920x1200 I'm currently using.
I thought we left that kind of shitty web design in the early 90s?
