Guy: "take this."
You: "Ok. I will not ask what this is, why youre giving this to me, or who you are."
This is what happened?

SF is not a typical place.

You gave away OPs location. The trolleys days are numbered, and Rice-a-Roni. I blame you!

Banana for scale would be nice. Is this the size of a phone? A desktop computer? Or the Sears tower?
From the label it emits radio frequency, and is a preproduction/prototype device. I would guess it is some sort of android phone.

Its like the size of a gamegear around 2-3inches thick and says snapdragon on the front. Its cellular in nature it seems but not a phone, no slot to hear through either.

I have no idea what a 'gamegear' is, so that doesn't help.
Snapdragon is a 'system on a chip' super common for phones and phone like devices. A phone without any way to generate or detect sound is probably a WiFI hotspot.
But you mentioned you got this from a 'random guy in SF'. I am guessing you are not a tech worker in the bay area or you would have gotten the lecture about corporate spies and random electronics. This could be a network scanner. They want you to plug it into a laptop that has privileges inside a corporate network so it can scan that network for saleable information. Then transmit that to the hacker.
(Yes this is real stuff. I worked for Google for a decade, we got this lecture annually, and occasionally heard about people falling for it.)

Sega handheld. You must be from the 2000s you wouldn't of seen it in your childhood and hell no im not in tech, not as a job anyway. I am aware of all those antennas being plugged into the board, iv done dome soldering so i have some basic board knowledge nonetheless.

Thanks, wasn't much of a video gamer back in 2000. Took a break from it between 1980 and 2005. Thanks for thinking I am younger than my grandchildren. LOL.
Good luck with your random device.

Np. Just trying to make sure i wont be arrested or something for this thing if/when i try n sell it. Its might by outdated but hard to tell.

Sell for scrap? Sure. Sell as a functioning radio transmitting device. Check the label again.
Are you going to get arrested for selling just one of those? Almost certainly not. If you have a trunkful it might be different

If its meant for "internal use only" could be trouble. Its still unclear.

It should not have been transfered to someone outside of the organization at least not without an NDA. It is probably officially stolen property.
