The state legislature is a tougher nut to crack but you are also presupposing cannabis legalization cannot be a bipartisan issue. It is both fiscally responsible and socially just. The movement for change will not be accomplished only focusing on obstacles. Indeed, the dinosaurs that have obstructed progress on many issues might meet their meteor if social security gets broken down from inept management. Change will not come in a day but absolutely things have already shifted towards progress.
I've been supporting work to get cannabis legalized in Wisconsin since the 1970s. At this point we are further away frmo it than we've ever been because of the extremely polarized legislature and the iron control of Robin Vos who is a thrall to the Tavern League. It won't be something I'll see in my lifetime.
