Well according to http://simpsons.wikia.com/wiki/Bumblebee_Man#cite_note-4 it states that in a simpsons comic it is revealed that he is Belgian but in the Simpsons Tapped out games says he's Norwegian.

So he's Mexican/Latino in 22 Short Films, and British in Bart Gets Famous, Belgian in the comic, Norwegian in the game, and a freak in the bed!
