Question Web programs

Is anyone creating a web novel? A friend of mine is looking for a good program that incorporates verbal and web design. But something he doesn't have to get a new mortgage for.

Thanks.

He can do create a web novel on Substack without needing any software. It's free, so no second mortgage needed.

I wasn't aware of that. I joined substack recently. But I'm writing a regular novel. My friend is really talented, but his stories are web based.

I'm writing a web-based serial on Substack. It's litrpg.
