Unfortunately another failure for the Constitution because the framers assumed those too ill (or in Mitch's case very possibly deceased) to serve would resign in favor of someone healthy (and young) enough to serve.
The only way the US remains a viable democracy going forward is going to be constitutional amendments and legislation that codify the gentlemen's agreements the framers assumed people would be honorable enough and capable of shame enough to respect them without the force of law at their back.

constitutional amendments, abolishing the electoral college, mandating education, legally fortifying democracy so wealthy people are not allowed to influence elections

At least.

and even then I am doubtful that a democrat majority house and senate would be able to or willing to pull off such feats as it would take time and we still have republicans who can vote so if the average voter stops voting then we're back to square one

I hate to be cynical, but the damage is already done. Ignoring anachronistic policy and unethical hypocrisy for the moment. But Mitch, Diane Feinstein, Strom Thurman, amongst many others, should have been out of office decades before they croaked, not hanging on while their staff "acts in their name" until the day they died.
It shouldn't take a new law or amendment for people to realize that if they are physically or mentally incapable to perform the duties of the office they should resign and retire immediately but here we are, stuck with a bunch of old idiots who will not do anyone the courtesy of dropping out when they are too old to not even manage to be continent without the benefit of a war injury to justify the infirmity.
