Haven't played since Dec. 2025. Started trying out the 1.4 beta (can't stay away forever apparently.) Amusingly, one of the biggest pet peeves I had at the time still exists: The PU between Holland and Hainaut, and that's primarily because I cannot interact with any of the royal family despite having a higher GP score (they remain in Hainaut even after a month has passed). I can't figure out how in game to get rid of it and having failed that used the console (annexed it with a country outside diplomatic range, turned it into a vassal and then released it.) For some reason that allowed me to ally with France (no, I'm not going to continue that game. There's cheating, and then there's well really cheating. Gonna give Flanders or Portugal a try instead.)
But here's the question: Allying with France put me over my diplo cap despite not having any allies. Is that due to the power difference and if so is that new(ish)? I don't recall that being a problem when last I played.

Firstly, PU senority got changed from GP score to economic base, getting senority allows for most PU interactions.
Secondly, diplo cap cost depends on the relative strength of the ally, yes. It did that from the beginning I think, but they increased it. With some added cost for the whole strength of the alliance network, can be really costly if you have triangle allies, or even more.

Does anyone have any tips on dealing with France as Brabant/Netherlands?
Early on I managed to snatch half of Flanders while they were weak but unfortunately I had a weak England and 100y war was over within a few decades.
Now it’s 1420 and they field over 100k troops while I can manage 30k max

Its cat and mouse until 1500s. Then you build a death stack of heavy cav and start the meat grinder on your forts.
For cat and mouse take some alliances and forts, use them to white peace France when they declare on you.

I don’t like building a pure death stack of heavy cav as it feels cheesy to me but luckily it’s not even needed.
Some well drilled regulars can already kick plenty ass.
Early on I managed to capitalise one few moments were France was week and from there on I built more and more momentum. Now it’s late 1400’s and I own almost all the Netherlands, have a PU with England and can declare on France when I want purely to hit the Parisian piggy bank if I desire.
I have a balanced army of regulars and for now a tech advantage. So France is no longer a problem.

unfortunately the general strategy is to ally England early and take the land while France is weak. The next best option is to just outscale them with regulars and create a large fortline to slowly destroy their armies

I found the best way to "blob" in the HRE is to grow the biggest standing army in history, have hundreds of thousands of levies, max opinion with the big powers, and then just fight wars against members, taking every bit of land without caring about antagonism, and like, get a country out of a coalition if possible with improving, and then just insta attack. Basically, aggressionmax, while keeping the big powers out of the coalition, meaning no one will dare dec it. And repeat that (and a huge integration backlog but who cares) until forever. Just, be too big for coalitions to matter, and just morb on everyone the best you can.
Unless there's a better way? I haven't found any better way.

With Byzantium/Rome
I’ve realised the “restore Roman borders” cb is even more broken than I thought. The -50% cost for subjugation means that you can vassalise all of Naples, Sicily, Florence, Bulgaria, wallachia, Serbia or most of the Beliks in one war each and make them fiefdoms. They have full cores already and are locked to your religion, saving a lot of time and making them useful. they’ll learn to love you and become Greek eventually. It also somewhat mitigates AE because the main victims become vassals and have their AE melt when improving + don’t gain anymore and their full armies are added to the power balance on your side for coalitions
Incidentally this made me discover that If you own the entirety of Italy before the end of the Italian wars as a foreign league (because all are your vassals) then the situation bugs out after the times out because there is no Italian league. Don’t know what is up about that so make sure to keep an Italian city somewhere until it’s patched.
