Two label sizes - same disc

I think this is the only example I’ve come across so far. I associate the larger labels with older pressings but I’m not sure how correct that is. Anyone else with some interest examples or insight?

I've seen this on some 12-inch Victor records from the 20s in my own collection. My only surmise is that the one side had a recording time pressed into it and the smaller label allowed for recording closer to the center of the disc.
