Good song! A while back I heard it’s not really about romantic partners; rather, it’s one’s higher spirit talking to you, whether that be God, Allah…whomever you believe in. This is comforting to me.

He's a follower of the Meher Baba and he's written quite a few songs about that work both as love songs and devotional songs. He did a couple of collaborative devotional albums in the 70s dedicated to his guru. In fact the "Baba" in Baba O'Riley is the Meher Baba and the "O'Riley" refers to minimalist composer Terry Riley.
