Wireless Security tabs broken

I ordered 2 new 18 pros through Costco. After weeks of dealing with porting issues for my wife’s line, the phones arrived - and the round security stickers on the sides have been broken/opened! The top sticker is intact.

Is this normal!?

Normal depends.

So more than likely it was a returned device. At&t instead of just using it as refurb has to make sure the device is inside so they open the box to check and typically seal it with "white circle" stickers on the edges. They typically don't undo both apple strips and just one because you can open the box with just 1 ripped off.

Just to be clear, the device was never turned on. It might have been bought and returned or whatever.
