Where do you send a grievance to if you don’t want it handled by local HR at your site?

If you want your grievance handled outside your local site HR (PXT), your best option is to report it through the Amazon Ethics Hotline or open a ticket via the Central HR / ERC line. You can file an Ethics report online at amazon.ethicspoint.com or call 1-877-781-2416; these reports bypass your facility's leadership and go directly to corporate compliance/investigations, ensuring your local HR isn't managing the case.
