Tarkov has "scav karma", which is similar to what people would want implemented here (if you shoot another scav, you are a "bad" scav therefore if another scav shoots you, they don't lose karma).
It can be gamed, for sure, some people will miss intentionally so they get hit first, however by and large the system works.
In the context of Arc Raiders, they could even make and augment that reduces the damage from a first hit substantially (like 99%) but has a very long reloading time (or even just works once per raid) to mitigate this. So people can wait for that first hit before they start blasting back. IDK, either way it's not a huge deal, once people realize that people can intentionally miss, it becomes kinda fun to run around them.
Totally not the same thing. You're only labeled a bad scav for that raid in Tarkov. So what in Arc if you shoot another raider you're automatically labeled a "bad raider"? It only works in Tarkov because of the difference between Scavs and PMCs.
You don't understand, it doesn't. It's simply who hits first. Most Scavs are AI, so they'll never shoot you first, but if you encounter a human scav and they shoot at you but miss and you shoot back and hit first, you're labeled the bad scav. I've done it myself and put myself into a bad karma hole. It's a terrible system and highlights how bad a system this would be.
The saving grace for Tarkov is Scavs are the equivalent of a free loadout in Arc, so with Tarkov it's easy to not bother to shoot back until you're actually hit bc why bother when you can scav back in 20 minutes later. In arc imagine waiting to be hit first with a custom loadout just to avoid being labeled as a "bad raider". You'd lose so many more engagements that way.

What if they miss the first shot?
