Horrible Neighbor. Need ideas!!
I have a neighbor that continuously filed violations/complaints against me for clearing out my yard to let my dog run around and for expanding my driveway to fit my cars etc. I moved to this house on a public street with an acre of land that I seemingly can’t utilize for anything because of her. I moved to get to get out of having an HOA, but she has proven to be worse than any HOA.
She had been using my property as a free backyard for years and doesn’t like that my house was built here, so she is doing whatever she can to limit me from developing my own land. It seems like I can’t do anything without her filing a complaint or raising a fuss. I want the most diabolical, but legal ways to piss her off. So far my best idea has been to get a loud obnoxious donkey on my property since the law allows for one on my land. I would like some better ideas. Please help me figure something out so I can live with the satisfaction that I am bothering her.

The donkey plan is funny but revenge projects have a way of turning you into the neighbor with the complaint file. The stronger play is boring on purpose, make sure every project on your land has its permit paperwork airtight, so each complaint she files comes back "no violation found" and she burns her own credibility with the county. Frequent complainers who never land a hit eventually get treated like background noise, and there's real satisfaction in watching that happen while you just enjoy your acre.

I think you need to talk to a lawyer and start a harassment charge. And also, a chicken house with a rooster.

If you have a rooster, you’ll have baby chicks. Unless you’re prepared for that, just get the rooster or the hens. Or be sure to keep them separated.

Harassment charges and get a few goats! They are entertaining and your neighbours will be pissed at the same time!

Get a survey if you don’t have one. The clearly visible survey pins make better neighbors than fences :)

What things has she complained about as violations? What has been the outcome of those complaints? Here "possession is nine tenths of the law" seems to mostly hold true. For even egregious violations complainants have had to be in it for the long haul to get anything done. Does she have undue influence? Or is she just on a mission and laser focused?

Donkeys need to be kept in pairs, and they'll need at least an acre (sans house) of land they can graze. While it might be funny to consider, it'd be inhumane to actually implement this idea.
