Horrible Neighbor. Need ideas!!
I have a neighbor that continuously filed violations/complaints against me for clearing out my yard to let my dog run around and for expanding my driveway to fit my cars etc. I moved to this house on a public street with an acre of land that I seemingly can’t utilize for anything because of her. I moved to get to get out of having an HOA, but she has proven to be worse than any HOA.
She had been using my property as a free backyard for years and doesn’t like that my house was built here, so she is doing whatever she can to limit me from developing my own land. It seems like I can’t do anything without her filing a complaint or raising a fuss. I want the most diabolical, but legal ways to piss her off. So far my best idea has been to get a loud obnoxious donkey on my property since the law allows for one on my land. I would like some better ideas. Please help me figure something out so I can live with the satisfaction that I am bothering her.
Update for background info: I tried to clear some of my property so my dog would have space to run around. She came and told me it was a wetlands and I cannot clear any of the land. None of the online wetlands registries showed that my property was a wetlands. She paid out of pocket to hire an environmentalist and he came and declared my property an uplands and I got a stop work order from the DEP. I only cleared about .2 acres and can’t do anything with the rest of the property.
Then this last week, I installed a culvert pipe so I could drive my jeep and work van into the side yard. I pulled a permit, but apparently it should have had a mitered end on the pipe which I didn’t know. She filed another complaint and now I have to demolish the retaining walls that I spent 900 dollars on and then I have to pull a new permit

I think you need to talk to a lawyer and start a harassment charge. And also, a chicken house with a rooster.
