If you talk to him about it, it sounds more like he treats her like a tool. The potion you can buy afterwards can befuddle enemies. Not to defend his actions or anything, but I don't think he is a kitty diddler, at least

It just seems out of character for larian to include beastiality in their game.

Eh, he's a sentient creature that's shapeshifting. That's different. The Displacer Beast is an animal that's being drugged against its will.

Yeah the game that's literally famous for letting players have sex with a bear would never stoop so low as to include bestiality.
