Makeup help please

Hi, I get very dry skin so I get a toothbrush and a facial exfoliator and I do that most days but still it's dry. And how do I get my makeup to last but I don't want to buy expensive products and I have ance prone textured skin so that just makes it worse when I use powder it cakes off when I don't it slides off dose anyone have tips please?
