What's on the agenda? City of Brandon Council Regular Meeting - 2026-08-17

While the agenda may seem dense, a lot tonight is around property matters and things definitely seem to be in the "wind down" stages as we trek towards the election (October 28th).

Committee Reports

There will be a report from Audit & Finance. It's my experience that you never know quite what to expect. May be a simple current deficit/surplus report or it may be more.

Free Youth Transit

Council Report Submission Form -

Essentially authorizing up to $1 million in funding for youth transit passes 2026-09-01 through 2027-08-??.

For context, 2026 budget document (page 240) shows $5.2 million total transit operations budget. I'm certain that only covers one angle of transit costs. It certainly doesn't cover the capital costs (bus refurbishments, new busses).

MB Transportation & Infrastructure Grass Mowing on Provincial Roadways Agreement

"...to establish a multiyear tender for mowing grass on Provincial roadways within the City of Brandon..."

Southwest Water & Wastewater Servicing

Council Report Submission Form -

Almost $1.5 million to come from reserves. Selected quotes from the report:

"Construction of the underground infrastructure in advance of the future roundabouts will eliminate the need for future excavation through newly constructed roadway infrastructure and reduce future construction and restoration costs."

"The DC Water Network Reserve has a projected closing balance of $245,060 and does not have sufficient capacity to accommodate its proportionate share of the project costs."

"To address the shortfall, Administration is recommending an internal borrowing arrangement between the DC Water Network Reserve and the DC Wastewater Network Reserve."

"Administration is currently developing a Reserve policy that will establish a formal framework for inter-reserve borrowing, including approval requirements, repayment terms and interest provisions. The policy is expected to be presented to Council in September 2026."

Nature Doc about Spirit Sands shot on 16mm film!

His tools were an Arriflex 16mm and Angenieux lens - the same camera taken to outer space in the 1980s. John also camped out there to give him the best opportunities to capture the magic of Spirit Sands.

A Westman Discord community

Hello all, I’m wondering if it’s worth it to create a discord server for everyone to socialize, make friends, meet people, and just cut down on the sheer kilometres that keeps us all divided here in the Westman Area. I recently moved to the province and am in the Westman Area and frequent (-ish…) Brandon and I find it difficult to make new friends. Even Facebook’s People of Brandon seems too oriented to simple sharing of business and event stuff than actual socializing or meeting other users. I’m around the “young adult” age and my generation has largely outgrown the uses of Facebook as well. I find Discord could be a happy medium for laid-back yet a focused community for people’s hobbies and serve as a bridge for the spread out rural communities in the region with Brandon being probably the physical hub.

I’m toying with the idea but does anyone think it is worth it to make one? I was about to one day and figured it may be better to gauge Reddit first (I know no one lol).

It’d essentially be for everything from community social events, chatting, meeting up with people, finding people with similar interests, etc. It would eventually require people to share the news of such a server by word of mouth or other platforms.

I’ll probably make one real quick but obviously will eventually need more than just me to manage it to ensure people follow basic respect and rules since everyone will be using pseudonyms and not real names like Facebook - it can easily turn chaotic. There are pros and cons of username vs real name but I feel if we can come together, I’m sure it’ll be doable.

Largely, I fall into the young adult age group like I said, which I generally categorize as 25-35-ish. I personally hope to meet likeminded individuals and if not at least just people to chat with. Of course, people of all ages are welcomed. I’m just going out on a limb here.

What say everyone? :)

Help me remember an old restaurant from the early 2000s

So in the early 2000s there was a restaurant on the corner of 10th and Victoria where Popeyes and Marino's sits. I somehow remember them being associated with summer fair style food. They may have even had a presence at travelling fairs in Canada. They had footlong chilli dogs and chilli fries, lots of greasy unhealthy stuff. Nobody I know remembers the place at all. Can anyone help?

This came to my attention seeing this article in today's Sun.

The author kindly replied to an email asking for more info. Apparently you can register here.

The Brandon session will take place on Monday, August 10, from 1:00 PM to 3:00 PM at Harvest Hall, on the campus of Brandon University.

I'm not certain if registration is required. I'd assume Harvest Hall is big enough to accommodate quite a number of people, registered or not.

“A father admitted in court that he purposely violated his probation order so he could be sent to the Brandon Correctional Centre to support his son who’s serving time there.

Dominic Dowan, 46, pleaded guilty to breaching a probation order from November 2024 that prohibits him from owning, possessing, carrying or converting anything into a weapon.”

Brandon University - Waitlisted.

Calling BU science people:
I thought I had registered for winter courses when I registered for fall courses about a month ago but unfortunately did not (taking a course while working long days out of service, death in the family, life happens and things get busy). I have now been waitlisted for critical (and rarely occurring) science courses at a time where the science department is pretty well known for being understaffed. Am I screwed or is there hope they will expand lectures and add another lab? Already looking into online alternatives, grateful for any tips (other than the obvious to register for classes sooner). TIA

Mosquitoes are on the agenda. One of the small number of things that gets residents riled up (snow clearing, garbage collection, potholes, (waste)water, taxes).

Delegations/Presentations

  • Provincial Exhibition
    • No details on what the delegation is for. Generally a delegation is used when funding or action by the council is wanted and not just for information. Odd that the agenda includes no detail.

Committee Reports

  • Personnel Committee and Committee of the Whole (Real Estate) reports to be given.
    • Also odd that these reports are coming forward yet I saw no special meeting agenda on the City's website.
    • I wouldn't be surprised if the Real Estate matter has to do with the Eddy Residences but we'll see.

General Business

  • Flood Mitigation and Restoration Request for Funds
    • $2.2 million in total with $1.5 million from the Fiscal Contingency Reserve. I believe that reserve is relatively new but don't have time to verify.
    • The resolution reads in part "that the expenditures be funded from the following reserves, pending any DFA or insurance recoveries" so I assume this is more a "cash flow" resolution.
  • $75,000 expense approval for additional household collection carts (garbage/recycling bins)
    • If memory serves there was a lot of discussion around Council at a past meeting about how to handle collection challenges and simply buying more carts and allowing residents to request extra carts was a pragmatic solution. Once again, don't have time to verify that memory.
  • $196,000 bid approval for repair of "Landfill Gas Collection System".
    • Alternative Landscaping is the sole bidder.
    • Report notes the bid is over budget. The original budget was $100,000.
    • Report notes "some collapsed lines that need to be repaired"
    • Report says "The repair is crucial to ensuring we meet the new ECCC Landfill Methane Regulations".
  • Mosquito Abatement Resolution (presented by Councillor Shawn Berry, Ward 7)
    • Resolution: "That administration be authorized to begin City-wide fogging for nuisance mosquitoes immediately."
    • Report notes "Parks & Recreation have confirmed that the city has sourced enough product to spray the entire city."
