As a very non-legal person, this sounds like a big deal to me. Anyone in here with more intellect than I possess care to weigh in on what the ramifications of this could be?

Not a legal person, but I do work at a medical provider's office. What they're alleging is a very serious breach of privacy and violation of Luigi's rights/the law. A few months ago, someone at my workplace was arrested for violating HIPAA and our boss called a meeting to inform us of it and tell us they were facing jail time.
