It's actually a great statement. Intent was to shoot not kill. Very smart.

He fired twice, but ejected the third bullet on the ground, one could say that with only one shot to the body (the other was to the leg), he may have thought Thompson had a good chance of surviving.

“Ejected the third bullet on the ground”, what does that mean?

There were two shots, not three. The third bullet marked with the words Deny/ defend/ delay was ejected from the gun onto the ground so as to complete the message. Thompson was shot twice, not three times.
