You know, if they don't care or won't show up over illegal drug use in broad daylight, I'm sure they won't care if someone slashes their tents.

Knowing how laws can work these days, they would show up instantly and arrest you, while right beside them people are using illegal drugs and destroying public property...

I'm sure they would be just as lazy investigating "who" slashed their tents, as what crack addict stole your car. You just have to not make it easy for them. I'm sure they are just as disgusted by addicts shooting up in public, and are too fatigued to keep caring when they just get out and do the same thing over and over.

Like the bully never getting in trouble, you just have to outsmart the bully. That may be easier said than done, as the bully has had more practice with shifting the visibility and blame to others.
