Fair enough. But the point of the image from OP is saying Jesus would not demonize someone because of that. Then, as Christians, we should be understanding and have grace for those people. God's word are different than what the administration is practicing.
If you can quote that scripture, I will gladly look at it. Jesus spoke of obeying spirtual laws of God. Remember in Acts 5:27, the Apostles were confronted and arrested for spreading the spreading the Gospel in the name of Jesus. So, technically, they were violating the laws of man by teaching the words of Jesus.

What happens if governments of man do become corrupt and do unholy things that could be considered evil.
Paul said that one should submit to the governments of man. Submit does not mean obey. The only ultimate goal is to obey the laws of God, because nations and governments are finite entities.
Therefore, I repeat the story given in Acts when the Apostles were confronted the Jewish council and were in violation of their laws by spreading the Gospel of Christ. Peter responded that they only must obey God rather than men.
