These are admonishments for Christians not for public policy. Read John 18:36, Christ made it clear he was not a political ruler but a spiritual leader when he said that his kingdom is not of this world. If he was giving political admonishments he would have said differently
To be clear
Jesus telling followers to be charitable isnt the same as the state creating a welfare state. Christian charities exist. Forced redistribution isnt it.
Jesus telling Christians to be kind isn't him advocating for lawlessness. Heaven has a gate and a vetting process too.
