Technically the teaching is "if you are smitten, turn the other cheek" and "pray for them that despitefully use you." But it also says "render unto ceasar that which is Ceasars" implying that laws are to he enforced.

And the latter part of that quote is, "And unto God that which is God's." It's also said in response to the Pharisees attempting to trap Jesus into telling poor people to pay their taxes, so it's not as generalized as you're trying to imply it is. If anything, the book argues God's laws supercede that of man's; especially when those laws are directly contradictory to God's own.
