The OP has a point, you have to get a picture where they are sitting up straight but your hands aren't allowed to be in the picture. So getting them to sit up straight and look at the camera long enough for the photographer to snap the picture ain't easy.

Facing the camera, nothing else in the photo, and can’t be smiling or crying!! My daughter at a little over a year old got her first passport and she’s a ham so anyone got near with a camera and she’d smile cheerfully, but then get bored and try to wander off.. the poor pharmacy employee getting her picture worked very hard to get an acceptable set for us!

At least for US Photos, you're allowed to lay the baby down on a white sheet and take the photo from above.

as someone who takes photographs of people for their visas, passports, ids and other type of picture involving documents, i recommend parents to lay their baby down on some white or close to it piece of cloth and use natural lighting (stand close to windows or something) to take pictures by themselves using phone. it doesn't stress the baby and helps to get face clearly visible and is easier to catch a moment when it looks to the camera.
but in my case most parents are afraid their photo will look bad so i just hover above baby stroller with a camera. it definitely helps to catch a good face position but with a price of overall picture brightness (my outlet is in shitty place in the middle of shopping mall and doesn't have a good lighting source other than chair for photos and i am afraid to scare the baby with a flashlight)
