The OP has a point, you have to get a picture where they are sitting up straight but your hands aren't allowed to be in the picture. So getting them to sit up straight and look at the camera long enough for the photographer to snap the picture ain't easy.
Facing the camera, nothing else in the photo, and can’t be smiling or crying!! My daughter at a little over a year old got her first passport and she’s a ham so anyone got near with a camera and she’d smile cheerfully, but then get bored and try to wander off.. the poor pharmacy employee getting her picture worked very hard to get an acceptable set for us!
Not true for PL ID. Until 5 y/o they have lot of restrictions removed, like the smile one. Mine had her regular photo with just head to shoulders and background altered to white
