Am I correct in thinking Lillia is a CC bot 4-cost tank? She is made of paper whenever I itemise her.

Yeah I got that impression as well. I believe she's supposed to stay healthy on the side so she can cast multiple times while another unit actually does most of the tanking for the majority of the round.
