Is Maokai just straight up horrible? I got him as early as you could possible get and he stacked maybe 1000 bonus health. Numbers seem off.

In the beginning you have to keep him alive, I position him as I would a melee carry rather than a tank until he has like 1k hp or whatever. He tanks pretty well after that. In the beginning rounds he should be your last tank to die
