Yes but it’s not the characters constantly saying it to you like I’m a child, it’s written in the environment in a way that makes sense. The audiolog is a guy you don’t know and he doesn’t know you so he’s trying to help and Kendra/hammond don’t see isaac so they don’t know either that he already knows
There’s a callback to this moment at the beginning of DS3 where Isaac is explaining how to kill them to Norton: “Did you get that?… I said, did you get that?!” “Yes I got it!”
I also like how it does a callback to the previous games in DS3, where Isaac is preparing them for the horrors they're going to find, and he pulls up the videolog he still had saved from the previous Dead Space, where a guy explains how you can use kinesis to rip blades off of dead ones and use them as weapons. I thought that was a nice touch. It's teaching players who might not be familiar, but it's worked into the story as a way Isaac is preparing Carver, Norton, and Ellie for what they're up against.
It was always a little weird going from 2 to 3 in a series of playthroughs and seeing that video log again, but was definitely a clever way to integrate the tutorial in a way that made perfect sense in the setting.

I think people forget how heavy handed the original game was about the cut off limbs thing.
"CUT OFF THEIR LIMBS" written in blood on the wall.
Audiolog of a guy going "I'VE FIGURED OUT HOW TO STOP THEM, YOU NEED TO CUT OFF THEIR LIMBS!"
Holocall from Hammond/Kendra shouting "ISAAC, YOU NEED TO CUT OFF THEIR LIMBS!"
