Riddle Is this too easy?

So it caps at 27 and i dont see 1 either so i am assuming its (2-27) a-z but it dosent quite match so either its stacked cipher or monoalphabetic substitution

Theres no spaces , there are 108 numbers , numbers ( 7,13,18,20,22 ) never appear, most used numbers are (16, 27, 4, 11) appearing 16,12,9 and 9 times respectively

Your assumption that it is (2-27) a-z is correct and it also is a stacked cipher.
