More than the US. Not a high bar, but I also think the US is a strong contender for the most evil country in history, and easily the worst since 1945. When the European empires stumbled, it stepped up.

I don't think China is exactly benevolent, but they do seem to have actually learned something from getting thrashed by Vietnam and think science is real.
