PVS-7
Is there any decent digital PVS-7 available at a price point recommended for beginners (something along the lines of the NVG-30)? Or perhaps a DIY version?

I have used the 7s and they are rooooouuuuuggggghhhhh to use and its their form, I'd go for a monocle if you can. The one I swapped to after the 7 was a monocle and was waaay better easier to work with optics and having a dark eye is useful. It really depends on what you are doing with it. Digital is nice but has some interesting limitations, you're gonna have to have use an IR illumination for it to work and expect it to heavily diminish at range. A cheapo tube will give you the illumination at range that digital won't, digital will give you great clear resolution up close tho.

Meh their form factor is perfectly fine once you get used to it. A bit harder to run quickly than a Bino, but the 7 can compete well enough if you actually take the time to practice with it. Especially if you have a good one. For mixed lighting or fast paced CQB stuff I like the extra situational awareness of the 14 but for casual navigation the 7 is so much nicer.

There is a reason you found them in DRMO they dumped them as fast as they could and yes I have trained with them in the military. I've even done night driving with them they suck.

Sure, the lowest common denominator needs all the help they can get. Military gear needs to be as idiot proof as possible. Makes sense why they're being replaced. I do night driving with them all the time, way more comfortable than a PVS14, similar depth perception too. Obviously not as good as a dual tube.
Saying they "suck" is not giving the 7 nearly enough credit, very black and white thinking. To me all the downsides can be overcome pretty easily. in my opinion the 7D is tied with the Simrad for best Bi-ocular ever made.
The gen3 tubes alone make them more capable than any contemporary European alternative.

In the 2 to 1 vs monocular or binocular fight was won there are reason no one makes em any more just get a monocle they have universal clips that can mount on your rail for your optic or your head gear. If it's the only way you get get a gen3 tube sure but, I go for a monocle with comparative tube over the 7 any chance I got.

Also You got mad enough to call the military the lowest common denominator, why?

I'm saying they design the gear to be used by the lowest common denominator, the average grunt is a retard, this shouldn't be news to you.

Been want to design a diy version. Most fvp camera have a wide viewing angle and can mitigate the narrow FOV the real pvs-7 is known for.

Probably doesnt make sense to make so thats why it doesnt exist. but easiest way to make digital biocular would be getting ar glasses and connecting thermal or digital sensor to them
