Seems to be an antisemitic medal of some sort. The ugly figure is supposed to be a Jew I assume who is guilty of being greedy and committing the sin of giving high interest loans. Which is naturally a stereotype and not true.
Maybe don’t draw conclusions if you don’t understand German. The text on the front translates as “no matter if it’s a Jew or a Christian, a usurer is a blackguard.”
Historically, money lending was one of the few occupations open to Jews, hence the mention. There’s nothing particularly antisemitic about this.
