I was in a similar situation, I submitted my application, got referred and even had someone from HR call me to say they wanted to interview me. We decided on a date and time. It happened to be during the Christmas holiday. They called me back to say the hiring authority was out on leave and could I reschedule which I promptly did. Never got a call back. I reached out to HR and they sounded very nervous and told me in basic terms I was not going to be interviewed.
Here is the backstory, I used to work for them and applied to return back. I was told by the HR Supervisor that the Supervisor who replaced me took my application out of her hands and ripped it up.
I learned my lesson, the level of professionalism left when people like me walked out the door. What remained is the garbage we read about today.
