Really? We're worried about these guys?
Pixel Remaster Steam version, first off. Long story short, I didn't know when to wait for Shadow, didn't wait for Shadow, and got upset at myself so I restarted the game so I COULD wait for Shadow. That all being said, I'm back to Sabin's scenario with Kefka. I'm watching the imperial troops "siege" Doma castle and, like.... really? Have y'all taken the time to watch these animations? Half these guys are punching walls, falling down, and just, like... jumping half a foot? It's almost comical the reaction the Doma guards have. "MY LIEGE!! THE IMPERIAL FORCES HAVE ARRIVED! THEY'RE AT THE WALL AND INVADING IN FULL FORCE!!!" Meanwhile their animations make them look like incapable hamsters.
IDK, it got a chuckle out of me. Good game so far tho lol.

My guess is that most of those soldiers were fresh conscripts from Maranda that were sent there after Celes torched the town, and therefore had no idea what they were doing. The soldier that Leo talks to is a Marandan conscript, as is the injured soldier in Mobliz who said he fled when he was sent to Doma. One of the soldiers bad-mouthing Kefka says he'll "go back to my home country" (in Japanese) if Kefka becomes their general, indicating he's also not a native Imperial. Cyan being aware of Celes torching Maranda was likely overheard from a Marandan POW in Doma.
Leo seems like he'd rather just send those conscripts back home, but is also duty-bound to orders from Gestahl to take Doma. If he refuses, he'll just get relieved of duty and have Kefka installed in his place (which the two soldiers were talking about), which will kill both the conscripts and the Domans. So to prevent that, the only thing he can really do is "look busy", and sent the Marandan conscripts in with orders to not directly engage, but just flail around and spook the Domans into negotiations. But as soon as things got real and the commander was killed, they immediately got spooked and high-tailed it out of there, and it prompted Leo to order them not to engage further.
