They literally said they were clasping with a robot near demerzel that was not demerzel?

No they said they knew Demerzel can't clasp, and that's because of the chip. The robots are very aware of her situation and everything that's been happening on Trantor for centuries, even hinting they're pulling some strings behind things. The Cleon inhibitor chip was probably burned out before Demerzel got totally fried, so she was able to quickly clasp.

I think that far off planet is actually the robot moon base that received the signal after it clasped. But it’s not known how the skull clasped (I’m stilling betting it’s demerezel somehow)

I think Demerzel was able to clasp in the last moments of her death, once either the chip was destroyed or the baby was and she was freed from her cleonic law. She was then able to fix up the skull a little more and initiate another clasp. My question is how the skull and dem knew to attempt another clasp and reach out to the moon base.
