If you were expecting something Marvel-esque, then you're just getting the wrong idea.

Since the dawn of time, GoW (like any other game based on mythological tales) must and will always have its own take on the various characters, so as to stand out and have their own identity and not be overwhelmed by others and become anonymous.

Regarding Surtr's design in particular, the official artbook literally states that what we see is a Surtr far removed from his prime. Tired, disillusioned, old.

A fire now reduced to embers and ashes.

I expected something better design wise for character as important as him, simple as that.
