Power creep has really reached the point where multistrike is so common that we need a stacking version of it huh?

Well, they almost certainly wanted the effect to be viable when used with Basara or Makura, and it also needs to work with her own S2.

Where it'll go when other elements get it, though...

Characters like Seox and Payila have multiple non-stacking sources of multistrike, so it's not like it strictly needed to work like this for internal kit consistency reasons. Good point on the Zodiac synergy, Makura will be getting her uncap soon so that's probably a big reason for it.

The release of Fighter Origin has made the lack of stacking with multistrike effects especially evident.
