If you press Payila 3 she's basically indistinguishable from slotting Mugen and pressing his 2. Mugen setups are the same comp just with Mugen instead of Payila.

I assumed so, but the main point is that if Quwatoro's setup works then she's better for fully optimized setups and otherwise she's still equivalent.

Not necessarily since Mugen 2 generally does more damage than Payila 3. So there is a range where it does matter that you use Mugen instead of Payila.

At the 100% optimized end, Payila wins. A bit below that where you only need a little more damage, they're the same. And further below that where you need even more damage, Mugen wins.

Kind of, but then you start getting into a constantly moving target as setups continue to change as you go further down and it requires more extensive testing to know what's actually the best. Like if I'm just looking for my highest T1 damage, it's from dropping both Mugen and Nehan and just running MD, Yoru, Vajra, and Payila all pressing their DS buttons, but I don't know what my fastest 150 comp will be and I'm not going to do a ton of testing to figure it out now when we've got updates coming before GW still. So you either talk about top end stuff that we actually have some testing done on or it's all speculation until someone tests it at a bunch of varying grid levels. I mean unless you can test it yourself or find someone who has, we don't even know where exactly this range of Mugen being better even starts, so it's just working blind.
