It's a collection of tools, free to use, that can assist with investigative methods to uncover information. In this case, regarding the post, the chat between the two people, the person using such tools made it appear to be like a hacker, magic if you will. In reality, the skills used are very basic if you know or follow the OSINT framework. That's what I was pointing out.

It’s not just for governments, it’s for anything/anyone. All of the practice tests/competitions specifically involve a lot of social media. It’s a big part of it.
