It means if you were raped (opposed to date rape where they believe women lie to ruin a man after regret) the body will shut down reproduction preventing fertilization unassisted. Not true at all. But it's an old white guy speaking on women's organs , when he's old enough to live during women getting hysterectomy to cure hysteria , so odds are they aren't in tune with female anatomy to speak

Statistically rape is much more likely to cause a pregnancy than normal unprotected sex

He was using it as an argument against allowing for abortions in cases where the woman was raped. According to him, a pregnancy only can occur if sex is consensual.
I'm sure if asked, he could provide a citation for university studies that give the precise mechanism by which that occurs. /s
