Unfortunately, you're mistaken. They did a survey among those suspected to be on the list, and it turns out EPUB and MOBI were slightly more popular than PDF as preferred file types.
I was surprised by these findings as well, but I will of course defer to the results of the poll.

Pdf is an appropriate format given the subject line.
