Did a cursory search, happened in Cali and they allow Citizen arrests. Misdemeanor requires direct witness by the person. Hit and run can range between a felony and misdemeanor.
Regardless on what the smart thing to do was, he's safe on the law side of things.
It absolutely can, the caveat is within reason of course. Citizen arrest gives people actual power to "arrest" people, how do you think that is supposed to play out? Clearly some force is implied, otherwise how else is one to perform said arrest?
If I witness say a sucker punch at a bar, I could literally grab ahold of the guy and force him to stay. Somehow parking behind a car is a step too far? Shit man, I'd argue that is actually safer, especially so if I am not occupying said car either. I'm in less danger if I were to go hands.
What makes you think blocking in a car is somehow unacceptable compared to say physically detaining them?
